Strategy guide

Your Apostles pick their promotions instead of rolling randomly. Every Apostle can be a Debater (+20 theological combat) or a Translator on demand — turning religious combat from a coin flip into a stacked deck. Arguably the strongest single bonus for a religious victory.

Best civs & plans

Any civ contesting a religious victory needs this — Spain and Byzantium most of all. Debater spam also deletes rival religions defensively.

Envoy plan

Yerevan is the religious city-state the AI's faith civs want most, so a religious-victory player should treat the third envoy as urgent the moment Temples are in reach, and hold a cushion of two above the closest rival for the rest of the game. The type rewards happen to be exactly what an Apostle economy needs: Shrine faith at one envoy, Temple faith at three, worship-building faith at six, so going to six is not a stretch for a civ that will build the full Holy Site line anyway. Amani is a strong placeholder early, and the Diplomatic League double-counted first envoy belongs here rather than at a cheaper target. A player with no religion should not invest at all — chosen promotions on Apostles you cannot build is nothing.

Value by era

The bonus is idle until Apostles exist, which means a Temple and a founded religion, so the ancient era is purely about positioning envoys. From the medieval era it is decisive: religious wars are fought then, theological combat decides which faith survives on a continent, and hand-picked promotions turn every Apostle into the right tool for the job. The Renaissance is the peak, when Apostle spam is affordable and enemy religions have spread far enough to need clearing. Late in the game the value depends on whether religion is still contested — as a finisher for a religious victory or as a shield against a late AI missionary wave it remains excellent, and a suzerainty taken at that point pays instantly on the next Apostle purchased.

Pitfalls and how to protect it

The waste is picking the same promotion every time: Debaters win fights, but a Martyr is what feeds a Reliquaries plan, a Proselytizer wipes competing religions from a city as it spreads, Heathen Conversion turns barbarian units into free military, and Pilgrim or Orator stretch spread charges for long voyages. Match the promotion to the Apostle's mission when it is built. Mont St. Michel already hands every Apostle Martyr, so under both you get a chosen promotion on top rather than a duplicate. Losing the title puts the next Apostle back on random rolls, so keep the envoy cushion through the whole religious phase. Yerevan is seldom attacked by AIs, but if it is captured, a religious-victory player should liberate it — no other city-state replaces this bonus.

Envoy bonuses

  • 1 envoy+1 Faith in your capital and in each Shrine you own.
  • 3 envoys+2 Faith in each Temple and each Consulate you own.
  • 6 envoys+3 Faith in each worship building and each Chancery you own.

Envoy bonuses are shared by every city-state of the same type.
