Every Harbor building feeds +2 Power to its city — a full Harbor line is 6 free Power, enough to run most late-game buildings without burning coal or oil. That means full building bonuses with zero CO₂, which also protects you from climate-change flooding of those same coastal cities.
Best civs & plans
Tailor-made for coastal empires — England especially, whose Royal Navy Dockyards already want full building lines. Strong in any Gathering Storm game where you plan to stay green.
Envoy plan
There is no reason to hold Cardiff before the industrial era, so the envoy plan is a late one: bank three envoys and place them the turn you research Industrialization, or earlier if a rival is circling. Its industrial ladder is a bonus in itself for a coastal builder — extra Production toward districts and buildings in Workshop and Factory cities — so envoys sent early are not wasted even though the Power does nothing yet. Six is worth it once Power Plants and a Chancery are in play. AI competition is usually low because most leaders value Power poorly, so a single-envoy margin holds. The envoys to bring here are the ones freed up when an early militaristic or religious city-state stops mattering; Cardiff is the natural retirement home for envoys whose ancient-era job is done.
Value by era
Ancient through Renaissance the suzerain effect is literally zero; only the envoy-tier Production has value. The switch flips in the industrial era, when Factories and later buildings want Power to deliver their full yields and the alternative is a Coal Power Plant that pumps CO2 into every coastal city you own. A city with all three Harbor buildings covers a large share of its own demand, and the Seaport follows with Electricity in the Modern era, which brings the bonus to full strength. The peak is the Modern and Atomic eras, when Research Labs, Stock Exchanges and Stadiums stack Power needs and climate disasters begin punishing emissions. Late game it stays valuable until you unlock clean plants, and even then it spares you the Uranium or the build time.
Pitfalls and how to protect it
Power from Cardiff is per-city, not empire-wide, so an inland capital with a Coal Plant still burns coal; the bonus only spares the cities that have Harbor buildings. Players who skip the Shipyard or Seaport in secondary ports get a fraction of the effect — finish the Harbor line wherever the city has powered buildings. Check the Power panel before assuming a building is covered. Losing suzerainty in the late game shuts the Power off instantly, which quietly drops yields in every affected city, so guard the envoy lead during World Congress sessions where envoy swings happen. If Cardiff is captured, the choice is a Coal Plant for a few turns versus a naval liberation; a coastal empire usually has the fleet, and the liberator regains the suzerainty.
