Strategy guide

Routes to city-states earn +2 Culture and +1 Gold per specialty district in the origin city. In the early game, one route from a two-district city already beats most other trade options for culture — it can carry your civic tree while your Theater Squares are still on the drawing board.

Best civs & plans

An early-game culture crutch for any civ; especially strong when you plan to keep several city-states alive as trade partners rather than conquer them.

Envoy plan

Kumasi should be the first city-state you take to three envoys in most games, before your first Trader even finishes. The cultural envoy tiers are pleasant but secondary: a little culture in the capital and Amphitheaters at one envoy, more in museums at three. The suzerain bonus is what carries early civics, and it works from the moment a route to any city-state departs. AI culture leaders like Kumasi, but the contest usually begins in the classical era, giving a fast player time to build a lead of four. Six envoys is not worth chasing unless you are already a culture empire with Broadcast Centers on the horizon; put later envoys into the trade partners you are routing to instead.

Value by era

Kumasi's strongest era is the earliest one. A first route from a capital holding a Campus and a Holy Site, sent to a nearby city-state, adds +4 Culture, which pulls Political Philosophy and Feudalism forward by several turns. The medieval era is still strong as district counts climb to three or four per city, and a second and third route from developed cities keep pace with Theater Squares. By the renaissance, Art Museums, Great Works and wonder adjacency add other large culture sources and the gold half is dwarfed by ordinary international routes, so Kumasi's share of your total shrinks. The bonus itself keeps growing with every specialty district the origin city adds, so it never becomes negligible; it is simply no longer your only culture engine.

Pitfalls and how to protect it

The bonus reads the origin city, so a route from a fresh settlement with zero districts yields nothing extra. Always dispatch Kumasi routes from your most district-dense city, even when a newer city needs the domestic food and production more. Watch what you count: only specialty districts qualify, so an Aqueduct, Neighborhood or Dam adds nothing. Another trap is conquering the very city-states your routes depend on; a city-state absorbed into your empire stops being a destination. Kumasi's units are not worth levying. Should a neighbor capture it, the loss stings most in the classical era, but a Protectorate War is only worth it if you were already assembling an army.

Envoy bonuses

  • 1 envoy+1 Culture in your capital and in each Amphitheater you own.
  • 3 envoys+2 Culture in each Art Museum, Archaeological Museum and Consulate you own.
  • 6 envoys+3 Culture in each Broadcast Center and each Chancery you own.

Envoy bonuses are shared by every city-state of the same type.
