Strategy guide

Districts built on or next to Coast or Lake tiles earn +2 Culture each. On a coastal map nearly every district you place qualifies, quietly adding up to a Theater Square's worth of culture across a mid-size empire — for zero extra production.

Best civs & plans

Island and coastal civs — Indonesia, the Māori, Japan's tight district clusters on the coast — turn it into a permanent culture engine.

Envoy plan

Three envoys is the whole ask, because the coastal-district culture switches on with suzerainty and does not scale with further envoys. The cultural-type rewards fit the same plan neatly: the first envoy adds culture to the capital and every Amphitheater, the third adds it to museums and Consulates, so a Theater Square-heavy empire collects on both fronts. Rival cultural civs on the AI side tend to pile envoys into cultural city-states over the mid-game, so the cheapest moment to win Nan Madol is early, when a single spare envoy from an early civic or a completed quest settles it. Amani works well here as a placeholder pair of envoys while your real envoys go to a more contested target, and going to six is only sensible once Broadcast Centers exist.

Value by era

In the ancient era the payout is one or two qualifying districts — a Harbor and a coastal Campus — which already matches a Monument or two for free, enough to accelerate early civics. The curve steepens through the medieval era as each new city adds three or four districts along the shore, and by the industrial era a coastal empire of eight cities can be drawing culture on the scale of several fully built Theater Squares from the bonus alone. The check is live rather than applied at construction, so a suzerainty taken in the modern era pays out on every existing coastal district the same turn, which makes Nan Madol one of the best late pickups on a water-heavy map and one of the weakest on a Pangaea interior.

Pitfalls and how to protect it

The bonus quietly tempts players into warping district placement: shifting a Campus off a mountain cluster to touch the coast trades real science adjacency for two culture, which is rarely worth it, while a Commercial Hub or Encampment that had no strong adjacency anyway costs nothing to slide seaward. Lakes count as well, so an inland city built around a lake qualifies — a detail worth remembering when choosing settle spots after taking suzerainty. Nan Madol usually sits on a small coastal footprint with little army, and an AI that captures it removes every one of those culture points in a single turn; a pair of ranged ships parked nearby is cheap insurance, and if it does fall, a naval liberation restores the title. Skip it on maps where your cities cannot reach water.

Envoy bonuses

  • 1 envoy+1 Culture in your capital and in each Amphitheater you own.
  • 3 envoys+2 Culture in each Art Museum, Archaeological Museum and Consulate you own.
  • 6 envoys+3 Culture in each Broadcast Center and each Chancery you own.

Envoy bonuses are shared by every city-state of the same type.
