Industrial Zones and Production Planning: Adjacency, Regional Reach, Power, and Chops
How production actually gets made in Gathering Storm: what feeds Industrial Zone adjacency, how one Factory serves several cities, when power starts to matter, how to chop without wrecking appeal, and the sequencing mistakes that cost the most.
What this guide assumes
- Standard game speed. District and building costs, chop values, and the turn windows mentioned here all scale with speed, but the placement logic and the order of decisions do not.
- Gathering Storm rules with all expansions active. Dams, Canals, power, and climate consequences are part of the picture; players on Rise and Fall or vanilla should ignore the power section and the Dam adjacency.
- A generic civilization. Germany's Hansa follows most of the same rules but adds its own, and a few leaders bend production in ways this guide only notes in passing.
- Emperor-band difficulty, where your production is competitive with the AI's only if you plan it; below that the same plan simply arrives earlier.
Production Is the Currency Everything Else Is Priced In
Every district, building, unit, wonder, and project in Civilization VI is a production bill. Science and culture decide what you are allowed to build; production decides when it actually exists. Two empires with identical tech can be an era apart in practice because one turns each unlock into a finished building in eight turns and the other in twenty-five. That gap compounds, and it is what this guide is about.
The Industrial Zone arrives with Apprenticeship in the Medieval era together with the Workshop; the Factory and the Coal Power Plant follow at Industrialization, and the later plants come with Electricity and Nuclear Fission. The district's own tile pays an adjacency yield, the Workshop adds flat production plus Great Engineer points, and the Factory is the moment the zone stops being a local building and becomes a regional asset that other cities draw on.
It is not the only production source — mines, lumber mills, domestic trade routes, chops, policy cards, and governors all matter — but it is the only one that scales across city borders. The right mental model is therefore a network: a few hub zones whose reach covers the whole core, decided when you settle rather than when the district unlocks.
What Actually Feeds Industrial Zone Adjacency
The zone's tile yield is fixed by its six neighbors at placement time, and the sources are not equal. Infrastructure districts are worth a full two points each; a quarry or a strategic resource tile is worth one; mines, lumber mills, and ordinary districts are worth half a point each, so they need to come in pairs. Terrain by itself gives nothing — no river bonus, no hill bonus, no mountain bonus — which is why a zone placed on instinct so often reads +1 while a planned one reads +5 or more.
Two of these sources are easy to overlook. Strategic resources count whether or not they are improved, and several of them — coal, oil, aluminum, uranium — are invisible until the tech that reveals them, so a zone placed beside what looks like an empty hill can gain a point mid-game. And in Gathering Storm lumber mills feed the zone, which means a wooded riverbank you were going to chop can instead be milled and kept as permanent adjacency. Before committing a tile, run the candidates through the adjacency calculator on this site; the district cannot be moved once the first hammer goes in.
- Aqueduct, Dam, Canal: the heavy hitters, a full bonus each; Rome's Bath counts the same as the Aqueduct it replaces.
- Government Plaza: more than an ordinary district neighbor, so the corner beside your plaza is prime zone real estate.
- Quarries and strategic resource tiles: one point each, improved or not for the resource itself.
- Mines, lumber mills, and any other district: half a point each, so two mines or a mine plus a mill make one point.
- Nothing from rivers, hills, mountains, unmilled woods, or bonus and luxury resources — read those tiles for the Campus and Commercial Hub instead.
The Aqueduct–Dam Triangle, and Where the Zone Should Not Go
The strongest layout in the ruleset needs no luck at all. The Aqueduct must touch the city center and a fresh-water source; the Dam sits on a floodplain tile of the city's river; neither counts against the population-based district limit. Put the city on a floodplain river, the Aqueduct on the river side of the center, the Dam one tile further along, and the Industrial Zone in the tile that touches both — that is a strong bonus before a single mine exists, and mined hills around the remaining sides push it higher. The Government Plaza on another side turns a good zone into an exceptional one, and the tile is the natural home for Ruhr Valley later, since that wonder wants a river and the zone beside it.
Placement order matters as much as the shape. Engineering, which unlocks the Aqueduct, sits far earlier in the tree than Apprenticeship, so the Aqueduct can be down before the zone is even available; the Dam comes with Buttress in the Medieval era and the Canal only at Steam Power. Settle the tile plan at founding, build the Aqueduct when the city needs housing anyway, and drop the zone onto its pre-arranged corner the turn Apprenticeship finishes. A zone placed first with infrastructure squeezed in later usually ends a point or two short.
There are also tiles the zone should avoid. It lowers the appeal of its neighbors, so keep it away from planned Neighborhoods, Theater Squares, Seaside Resorts, and any tile you hope to fold into a national park. And because its regional reach is measured from the district tile, not the city center, put it on the side of the city that faces the neighbors you want to cover. Germany's Hansa uses the same Aqueduct, Dam, and Canal bonuses plus its own Commercial Hub and resource rules, so German players add one more corner to the diamond.
Regional Reach: One Factory, Several Cities
The Factory, every power plant, the Zoo and Stadium in the Entertainment Complex, and the Aquarium and Aquatics Center in the Water Park all apply their bonus to every city whose center lies within six tiles of the district tile, across water and regardless of continent. In Gathering Storm a city collects that bonus from only one Factory, so two Factories with overlapping circles do not stack; the second one is purely a local building plus a Great Engineer slot.
This turns settling distance into a production decision. Cities founded three or four tiles apart can all sit inside one circle drawn around a central zone; cities spread six or seven tiles apart each need their own. The hub is chosen at founding: the city in the middle of the cluster with the Aqueduct-and-Dam corner, ideally the one already growing fastest, so its Factory lands early enough to matter. Count coverage from the planned district tile — a zone on the far side of a city can leave a neighbor one tile outside the line.
The corollary is that most cities should not build an Industrial Zone. A satellite inside a hub's circle already receives the Factory's regional production; its own district slot is better spent on the Commercial Hub, Harbor, or Campus that its terrain favors, and its hammers on the buildings the hub is now speeding up. A second zone is justified outside the circle, in a designated wonder or spaceport city that wants the Workshop yield and engineer points on top, or where a dedicated Ruhr Valley site exists. The power plant follows the same geometry: one plant in the hub powers the same circle, so power is also a hub problem, not a per-city one.
Power in Gathering Storm: Coal, Oil, Uranium, or the Weather
From the Industrial era onward a set of buildings — the Factory's later companions, the Research Lab, the Broadcast Center, the Stock Exchange, the Stadium among them — carry a base yield and a second, powered yield that only appears while the city's power demand is met. An unpowered Modern city still functions, but its most expensive buildings run at their base, and the deficit shows as a warning icon many players learn to ignore. That habit is the most common reason a late-game empire feels weaker than its building list suggests.
There are two families of supply. Fuel plants are Industrial Zone buildings: the Coal Power Plant at Industrialization, the oil-burning plant at Electricity, and the Nuclear Power Plant at Nuclear Fission. Each burns a strategic resource every turn, powers every city in its six-tile circle, and adds regional production of its own on top of the Factory's. Coal is the dirtiest and the earliest; oil is cleaner; a reactor emits nothing but ages, and an old reactor that is never recommissioned is a disaster waiting on a dice roll. Only one plant type occupies a zone at a time, so upgrading means replacing.
Renewables are tile improvements, not buildings: the Hydroelectric Dam built onto a Dam district, Wind Farms and Offshore Wind Farms, Solar Farms, and Geothermal Plants on fissures. They burn nothing and emit nothing but power only the city that owns them and arrive late in the tree. The practical plan for most games is a coal plant in each hub the moment Industrialization lands, accepted as a climate cost, then a migration toward hydro and renewables as they unlock — the Dam beside your zone pays a second time here. Whatever you choose, remember that fuel plants compete with your army: coal, oil, and uranium burned for power are not available for ironclads, tanks, and aircraft.
Chops and Harvests: Instant Production, and the Appeal Bill
A Builder charge spent removing woods or rainforest drops a lump of production straight into whatever the city is building, and harvesting a bonus resource does the same with food, production, or gold depending on the resource. The lump scales with your progress through the tech and civic trees, so the same forest is worth several times more in the Industrial era than in the Classical, and overflow carries into the next item. That scaling is the whole strategic question: a chop is not free production but a withdrawal from a growing account.
Magnus is the governor who changes the arithmetic. His base promotion makes harvests and removals in his city pay more, Provision lets that city train Settlers without losing population, and Vertical Integration lets it collect the regional bonus from every Factory and power plant in range instead of one — the only way to stack overlapping circles. Park him in the city that will do the chopping, which should be the hub, the wonder city, or the future spaceport, and time large chops for the turns a wonder or a project is in the queue. One habit worth building: chop the woods on a planned district tile before placing the district, because placing straight onto the feature clears it without paying.
The bill arrives through appeal. Woods raise the appeal of adjacent tiles; rainforest and marsh lower it. Chopping rainforest is therefore a double win — production now and better Neighborhoods, resorts, and park candidates later — while chopping woods trades permanent appeal for a one-time lump. Lumber mills, available at Construction, are the middle path: steady production, Industrial Zone adjacency, and the woods left standing. So the working rule is simple. Clear rainforest and marsh freely. Chop woods where a district or an improvement will replace them anyway. Leave woods standing near planned parks and resorts, and in the spaceport city, where they are the savings account the endgame will cash.
Wonder Cities, Unit Cities, and the Cards That Multiply
A wonder city and a unit city want production for different reasons and should rarely be the same place. The wonder city is the hub with the highest flat production and the fullest Industrial Zone; it keeps a permanent wonder in its queue, receives the empire's chops and Great Engineers, and runs the wonder policies — Corvée for the ancient and classical list, Gothic Architecture through the Renaissance, Skyscrapers for the industrial and later ones. Its worst enemy is interruption, so it should be an interior city that never needs walls in a hurry. The wonder priorities guide on this site covers which wonders deserve that queue.
The unit city lives closer to the front and wants an Encampment with its buildings for experience, plus the military production cards of its era — Agoge early, Feudal Contract through the middle game, the later equivalents after. It does not need to be a hub: units are the one product you can also buy outright with gold, or with faith once the Grand Master's Chapel stands in the Government Plaza, so a satellite inside a Factory circle with a decent treasury is a perfectly good barracks. Keeping the war queue out of the wonder city means a surprise declaration costs soldiers' turns, not a wonder lost by three turns.
Two cards multiply the zone itself. Craftsmen, from Guilds, doubles Industrial Zone adjacency; Five-Year Plan, from Class Struggle, doubles Campus and Industrial Zone adjacency together. Both scale with the number you planned for in the placement sections, which is why a +6 zone and a +2 zone are further apart than four points. Builder cards do the rest: Ilkum and later Public Works make Builders cheaper, the latter with extra charges too; Serfdom adds charges outright while it lasts. Liang, the builder governor, adds a charge to Builders trained in her city — pair her with a Builder-pumping city and Magnus with the city that spends the charges.
Sequencing Mistakes That Cost the Most
Two mistakes account for most weak production games, and they are opposites. The first is placing the Industrial Zone too late: waiting for Industrialization, when the district should already be standing so the Factory drops the turn the tech completes, and forgetting that district costs climb as your tech and civic count grows, so a zone placed at Apprenticeship is also a cheaper zone. The second is placing it everywhere: a zone in each of five clustered cities produces five Workshops, one effective Factory, and four districts' worth of hammers that could have been Commercial Hubs and Harbors.
The rest are smaller but add up. Use the list as a pre-flight check: most of these are decided in the first fifty turns and discovered in the last fifty.
- Placing the zone before the Aqueduct, on whichever tile was free, when one tech's patience would have added two points for the rest of the game.
- Counting regional reach from the city center instead of the district tile and leaving a neighbor one tile outside the circle.
- Building Research Labs and Stock Exchanges with no power plant in range, then wondering why the Modern era feels thin.
- Chopping every wood near the capital in the Classical era for Settler tempo that the same chops would have repaid several times over in the Industrial era.
- Letting the wonder city double as the unit city, so every war declaration cancels a wonder and every wonder delays an army.
- Running Craftsmen or Five-Year Plan across an empire of +1 and +2 zones, where doubling is barely worth the policy slot.
