Civ 6 Wonder Placement Guide

Ruhr Valley

Required neighbors are shown on the map — the remaining tiles can be anything.

Placement requirements

  • Must be adjacent to a river
  • Must be adjacent to: Industrial Zone (with Factory)

Unlock & cost

  • Technology: Industrialization
  • Production cost: 1240

Wonders that compete for the same tiles

From the placement data: these wonders share a placement requirement with Ruhr Valley. A city meant to hold both needs a separate qualifying tile for each.

Is it worth building?

Production scaling with mines and quarries plus a percentage bonus — the strongest single-city production wonder in the game. Whatever your victory type, the city that builds this finishes everything else faster.

Placement & timing tips

River adjacency next to an Industrial Zone in your mine-heavy powerhouse. Contested in every serious game — commit fully or not at all.

When to build it — and when not to

Build it when
Build the moment Industrialization lands if a river city ringed with mines and an established Industrial Zone exists — every later project, from spaceports to armies, flows through whichever city gets this.
Skip it when
Skip when your best candidate city is flat farmland with scattered mines — the scaling barely triggers. A Factory and power plant give that city most of the output with no race to lose.

Which city should build it

The host is the city whose Industrial Zone already collects the most mine and quarry adjacency, which usually means a river running past hills. The wonder itself must sit on a river tile next to that zone, so the Industrial Zone should be planned on the river with one river-side tile kept open; no terrain restriction applies, and a river hill is fine. That open tile competes with the Dam and the Commercial Hub for the same stretch of water, so decide the river layout when the city is founded. A satellite production city with an Aqueduct-Dam-Industrial Zone triangle is a stronger host than most capitals; the capital only wins if it happens to be the mining city too.

Winning the race

Every competent AI with a river city wants this, and it is an Industrial-era wonder, so Corvée and Gothic Architecture do not apply. The practical toolkit is a Factory finished the turn Industrialization lands, coal power routed to the city, an Industrial Great Engineer with wonder charges saved specifically for it, and woods chops that by this era are worth several turns each. Magnus with Vertical Integration in that city stacks the surrounding Factories on top. A rival reaching Industrialization visibly ahead of you, or Germany, England or Japan in the game at all, should trigger the decision to either front-load the chops or let it go.

If you lose it: alternatives

The replacement is boring but reliable: a Factory, whose production reaches nearby cities, then a Coal Power Plant, which powers nearby cities while its adjacency-based production stays at home, and later an Oil Power Plant, which spreads both power and production. Ruhr's production never leaves its own city. Add the Craftsmen and later Five-Year Plan cards to lift Industrial Zone adjacency, and station Magnus for the flat production. A Great Engineer spent on Ruhr can instead be one who boosts Factory output or grants production toward projects. Send the freed hammers into Military Engineers for railroads and into the city's first Spaceport if science is the goal, since that project is the real reason people wanted the production in the first place.
