MINOR_CIV_LISBON_UNIQUE_INFLUENCE_BONUSStrategy guide
Your traders can no longer be plundered on water tiles, which removes the single biggest tax on a naval trade economy. Routes you would never risk through barbarian-infested seas become safe income — no escort ships, no lost traders, no interrupted routes.
Best civs & plans
Near-mandatory for Portugal, whose entire kit runs on sea routes; strong for England and any archipelago-map trade empire.
Envoy plan
Mogadishu is a trade city-state, so the first envoy pays for itself through gold in the capital and every Market and Lighthouse even if you never sail a route. Suzerainty is a map question: on an archipelago, island plates or a coastal Pangaea start, three envoys should be in place before your first Harbor finishes and sea routes begin. On a landlocked start the bonus is nearly worthless and one envoy is plenty. The AI seldom stacks envoys here, and naval AIs are the only ones who will seriously contest it, so three or four envoys hold comfortably. Going to six is reasonable for a maritime empire because the Shipyard and Seaport gold tiers reward exactly the coastal cities that send the protected routes.
Value by era
The bonus is most valuable when the seas are most dangerous, which is the ancient through medieval stretch. Barbarian quadriremes and privateer-style raiders roam unpatrolled water in that window, and an unescorted early trader on a long sea route is the most common way to lose one. In the renaissance and industrial eras your navy usually clears home waters and the bonus becomes situational, mattering mainly during wars when enemy fleets hunt traders. Late in the game it is close to irrelevant unless a hostile naval power sits between you and your best partners; do not spend envoys on it after the modern era begins.
Pitfalls and how to protect it
The immunity covers water tiles only, so a route that begins at a Harbor and then crosses a land stretch to reach an inland city is exposed on those land tiles. Route paths are drawn when you assign the trader; hover the destination and check whether the path touches land you do not control. Players also forget that the bonus protects the trader unit, not the origin city's districts, which can still be pillaged. On a small land map it is a wasted suzerainty, so skip it and give the envoys to Muscat or Hunza. Mogadishu is coastal by nature and a favorite target for naval landings; losing it mid-war is when the immunity would matter most, so keep a frigate pair nearby and a Protectorate War ready during naval conflicts.
