Is it worth building?

Envoys on completion and more envoys for every wonder built in that city afterward. A diplomacy engine disguised as an ancient palace — strong for city-state strategies and Pericles-style culture games.

Placement & timing tips

Put it in your designated wonder city — every later wonder there pays envoy dividends. Capital adjacency requirement means planning it into your capital's layout early.

When to build it — and when not to

Build it when
Build when your capital is genuinely your wonder city — several more ancient and classical wonders planned there — and your strategy leans on suzerainties, so each envoy dividend converts into real bonuses.
Skip it when
Skip if the capital's early turns are earmarked for settlers or an army, or if this would be its only wonder — the envoy engine never starts. Expand first; envoys can come from quests too.

Which city should build it

There is no choice of host: the Apadana must sit on a tile touching the capital's City Center, so the only real decision is which of the capital's six neighboring tiles to sacrifice. Pick the one with the worst yields that still qualifies, and keep the good river or hill tiles for a Commercial Hub and Campus. Since every later wonder in the same city pays envoys, the capital has to be your designated wonder city; that argues for a capital with hills, forest to chop, and a river or mountain range that will host the Holy Site and Campus wonders later. Its Great Work slots also want a Theater Square eventually, but that can come much later.

Winning the race

Heavily contested, because every civilization beelines Political Philosophy for its first government and the wonder is cheap enough for the AI to slot in right afterward. Leaders who value diplomacy and city-states are especially aggressive about it. To win, have the capital finish its second or third settler before the civic lands, then pivot the whole city onto the wonder with the ancient wonder card active and two or three woods chops queued for the same turn it becomes available. Early chops are small, so quantity matters more than timing. The clearest sign of a lost race is a rival who adopts a tier-one government several turns before you; count on them starting the Apadana that same turn and switch to something else.

If you lose it: alternatives

Envoys have plenty of substitutes. Charismatic Leader and Diplomatic League together generate more influence over a full game than the wonder ever pays, city-state quests hand out envoys for things you were doing anyway, and Amani parked in a contested city-state swings suzerainty directly. Kilwa Kisiwani in the medieval era is the real diplomacy wonder if you still want one. The Great Work slots are the least important part and Amphitheaters fill that role. Send the capital's freed early production into a settler or the Government Plaza itself, which can also claim one of those six precious tiles and is arguably a better use of it.
