Is it worth building?

Suzerainty bonuses amplified across the board — with two suzerainties of a type, that whole yield gets a serious empire-wide boost. Arguably the strongest wonder in the game for city-state strategies.

Placement & timing tips

Coastal city requirement is mild — the real prerequisite is your envoy game. If you hold or plan multiple suzerainties, drop everything and build this.

When to build it — and when not to

Build it when
Build the moment you hold paired suzerainties in the yield your victory needs — science city-states for a space race, culture for tourism — and your envoy lead looks defensible for the long haul.
Skip it when
Skip when a rival like Hungary or Greece owns the envoy war — amplifying suzerainties you cannot hold amplifies nothing. Win the envoy race first, or spend the hammers on Harbors.

Which city should build it

The base boost applies only to this city, with an extra boost for all your cities once you hold two suzerainties of one type, so choose a host that is worth boosting and quick to build in: a coastal city with hills, an Industrial Zone and a few chops, and no other pressing build. On most maps that is the capital if it touches the sea, otherwise the best port. The flat-tile rule is easy to meet; just avoid burning a coastal hill you would rather mine or the tile a future Harbor wants to touch. The wonder does not pair with any district, but it must touch the coast, so use the shoreline flat tile you will miss least. If your only coastal cities are weak fishing towns, plan for a Great Engineer or run a Factory-range city next door to lend production; a medieval wonder in a small port with no hills can take a full era.

Winning the race

Heavily contested on Immortal and Deity: the AI values it highly, Machinery sits on the AI's default war path, and nearly every AI has a coastal city. Left alone it usually finishes in the early renaissance. The best counter is being first to Machinery rather than out-producing anyone; it follows directly from Iron Working and Engineering, so an envoy-driven plan should beeline that pair. Leave two woods standing for the turn it queues, slot Gothic Architecture, and hold the medieval Great Engineer Isidore of Miletus for this one. The losing signs are gossip of a rival's start and AI crossbowmen appearing on your border, because crossbowmen mean Machinery is done. If a rival at that stage already holds two suzerainties of the same type, spend the chops elsewhere.

If you lose it: alternatives

The envoys themselves are easy to replace: the Diplomatic League and Charismatic Leader policy cards, Government Plaza buildings and Amani's promotions all supply envoys steadily through every era. What has no substitute is the suzerainty yield amplifier, and the way around it is more cities rather than deeper investment in one city-state: suzerain bonuses apply per city, so a wider empire grows the total without any multiplier. Send the freed hammers into that coastal city's Harbor and Shipyard, then into the next settler. If the envoy war is going badly, an Industrial Zone chain that lets the city win later wonder races is the better long-term use than a Kilwa you cannot fully exploit.
